THURSTON COUNTY ARES

ADMINISTRATIVE PROCEDURES

(Effective  01 January 2010)

This unit does not operate for itself.  It works with and for ‘Host or Served Agencies” from government and public service agencies and organizations. 

To ensure everyone understands their respective mission and the needs to accomplish it, some basic standards and a common knowledge base has been established for participants to complete their jobs effectively and in a safe and timely manner.

The list of agencies below are supported by ARES and their administrative and operational requirements are listed within the respective documents. 

All ARES members need to have a basic understanding of this information.

 

I.   Host/Served Agency Administrative Requirements for all Unit Members:

     A.  Department of Homeland Security / Federal Emergency Management Agency (FEMA)

           1.     National Incident Management System (NIMS course 800)

           2.      Incident Command System (ICS) (ICS 100 and 200 courses) 

                     (a)  ICS Communications Log Sheet, Form 309.

     B.   Washington State Emergency Management Department:

           1.     Washington State Telecommunications Plan.

           2.     Washington Administrative Code (Sections 100, 118.4 and 200)

     C.  Thurston County Department of Emergency Services (DEM)

           1.     The “Thurston County Comprehensive Emergency Management Plan”  (CEMP)

     (Section  2, Communications and Warning and Section  9, Search and Rescue. )

           2.     The DEM ARES Standard Operating Procedures and the Radio Room Amateur Radio Services  

     Operating Plan.

     D.  Thurston County Sheriff’s Office

           1.     Sheriff’s Office ICS and Search & Rescue Operations.

           2.     Thurston County Search and Rescue Council Operations.

     E.  American Radio Relay League (ARRL)
